About Motion Blur: For every spot on the image, all of the adjacent
pixels found on an angled line centered around that spot are averaged. This
average color is then placed at the spot.

Tips: Any image will do!
|
Inspiration: Paint Shop Pro (and Photo Shop), both of which can do
this effect.
|
Levels: The higher the level, the more streaked the image appears.
